All related items of work for the Upper Tyrone Township Sewage Authority - Gravity Sewer and Force Main Project are itemized and detailed within the contract specifications and plans. In addition to that supportive information, each bidder shall perform a site visit to become thoroughly familiar with the existing site features and conditions.nUpper Tyrone Township Sewage Authority will receive sealed bids online for their Gravity Sewer and Force Main Project. Sealed bids shall be submitted and updated online via the PennBid Program until Monday, December 21st, 2015 at 3:00 PM. All documents and solicitation details are available at no cost at PennBid - <a href="http://www.PennBid.net" target="_blank">http://www.PennBid.net</a> Prospective Bidders, Suppliers and other interested parties are encouraged to attend a " non-mandatory " pre-bid conference to be held at the Upper Tyrone Township Sewage Authority Office on Tuesday, November 24th, at 10:00 A.M. , Prevailing Time.nA certified check or bid bond for the amount of 10% of the total bid shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania.nThe Upper Tyrone Township Sewage Authority reserves the right to reject any and all Bids or parts thereof or items therein, to waive any defects or irregularities in the Bids, and to accept the Bid which is in their best interest.nThe attention of the Bidders is directed to the Disadvantaged Business Enterprise (DBE) requirements for construction projects funded under the PennVEST Clean Water and Drinking Water State Revolving Fund loan programs. The lowest qualified Bidder for each contract will be required to submit documentation showing compliance with the DBE requirements. Bidders must submit documentary evidence of DBE's who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments will not be required for the Bid Opening. However, upon award of the lowest responsible bidder, they will be required to submit their documentation in full within 5 days of being notified of Intent to Award. Each Bidder will be required to certify they have performed their due diligence with searches, notifications and collection of documentation prior to the Bid Opening. Each Bidder will also be required to acknowledge their efforts as outlined in PENNBID under the "Bids" tab then "RFI" tab. Failure to do so will be a disqualification of submitted bid. nThe attention of the Bidders is directed to the Super Cross Cutter requirements for construction projects funded under the PennVEST Clean Water and Drinking Water State Revolving Fund loan programs.nThe Contractor is subject to the provisions of the Pennsylvania Steel Products Procurement Act of 1978,nP.L. 6, as amended. The Act and amendments require that the Contractor use or furnish only steel products (as defined in the Act and amendments) which have been produced in the United States.nPrevailing wages established under the Davis-Bacon Act will apply to this Contract. The Contract Documents contain requirements addressing prevailing labor wage rates, labor standards, non-discrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters.n6215782(11-13,20-15)
