INVITATION FOR BIDS Sealed bids will be received by the County of Armstrong OBO Cowanshannock Township Municipal Authority, c/o the Armstrong County Department of Planning & Development, ATTN: Jennifer Bellas, 402 Market Street, Kittanning, PA 16201 until 1:45 P.M. E.S.T. or E.D.T. as applicable, on Thursday, September 3, 2015 for the VILLAGE OF MARGARET INTERCONNECT PROJECT , located in the Plumcreek/Cowanshannock Townships, Armstrong County. All bids received will be publicly opened and read aloud on Thursday, September 3, 2015, at a 2:00 P.M. special meeting of the Cowanshannock Township Municipal Authority to be held at the office of the Department of Planning and Development, located at 402 Market Street, Kittanning, Pennsylvania.nnThe Village of Margaret Interconnect Project involves the furnishing and installation of approximately 70 linear feet (L.F.) of six-inch diameter ductile iron water line and appurtenances. A precast concrete vault, housing two (2) four-inch diameter meters, pressure reducing valve, two (2) check valves, quick connect fittings, two (2) blow off units, and necessary connections shall be installed. Additionally, this project includes the furnishing of two chlorine feed pumps and two chlorine day tanks. One lump sum bid shall be submitted for this project. It shall include the water main between the Cowanshannock Township Municipal Authority and the Kittanning Plumcreek Water Authority systems as well as the meter vault and piping. Additionally, the Lump Sum Price shall include the furnishing of two chlorine feed pumps and two chlorine day tanks.nnCopies of the Contract Documents may be obtained by depositing $50.00 with Bankson Engineers, Inc., 267 Blue Run Road, Suite 200, Cheswick, PA 15024 (412.767.5100) for each set obtained. Each such deposit is nonrefundable. Addenda, if any, will be issued to only those persons whose name and address are on record at Bankson Engineers, Inc. as having obtained the Contract Documents.nnEach proposal shall be accompanied by a bidder’s bond, or certified check or cashier’s check, in favor of the County of Armstrong OBO Cowanshannock Township Municipal Authority, in the amount of not less than ten percent of the total of the bid. The County of Armstrong OBO Cowanshannock Township Municipal Authority reserves the right to waive any informality in and to accept or reject any and all bids. No bid may be withdrawn for a period of ninety (90) days from the date of opening bids.nnPrevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, participation by Section 3 residents and businesses, and related matters.nnThe bidder must submit documentary evidence of Section 3 business concerns who have been contacted and to whom commitments have been made. Documentation of such solicitations and commitments shall be submitted concurrently with the bid.
